शिक्षक पंचायत को ग्रंथपाल के पद पर पदोन्नति का अधिकार

नईदुनिया प्रतिनिधि, बिलासपुरः सहायक शिक्षक पंचायत को शिक्षक पंचायत ग्रंथपल के पद पर पदोन्नति से अपात्र करने के विरुद्ध दायर अपील को स्वीकार करते हुए हाई कोर्ट ने याचिकाकर्ता सहायक शिक्षकों (पंचायत) को शिक्षक पंचायत ग्रंथपाल के पद पर पदोन्नत करने का आदेश दिया है। इसके लिए राज्य शासन को छह सप्ताह की मोहलत दी है।

छत्तीसगढ़ शिक्षक संवर्ग नियम 2012 के अनुसार सहायक शिक्षक (पंचायत) जो लाइब्रेरी साइंस में डिप्लोमा या डिग्रीधारी हैं और सात वर्ष का अनुभव रखते हैं उसे शिक्षक पंचायत ग्रंथपाल के पद पर पदोन्नति की पात्राता मिलेगी। याचिकाकर्ता सर्वेश शर्मा और अन्य सहायक शिक्षक पंचायत के पद पर गरियाबंद में 2008 में नियुक्त हुए थे। सात वर्ष की सेवा के बाद उन्हें शिक्षक पंचायत ग्रंथपाल के पद पर पदोन्नति की पात्रता थी। किन्तु वर्ष 2018 में

राज्य शासन ने एक निर्देश जारी कर

सहायक शिक्षक पंचायत ग्रंथपाल ही शिक्षक पंचायत ग्रंथपाल के पद पर पदोन्नत होने की शर्त रख दी। राज्य शासन के इस निर्णय को सर्वेश शर्मा सहित अन्य शिक्षकों ने अधिवक्ता अजय श्रीवास्तव के माध्यम से हाई कोर्ट में याचिका दायर कर चुनौती दी थी। याचिकाकर्ताओं ने अपनी याचिका में बताया है कि नियम 2012 में शिक्षक ग्रंथपाल पर पदोन्नति के लिए सहायक शिक्षक पंचायत प्रावधानित है। जिसे अवर सचिव ने गलत व्याख्या करते हुए सहायक शिक्षक पंचायत के साथ ग्रंथपाल जोड़ दिया है। अवर सचिव के गलत व्याख्या और नियमों में अनावश्यक संशोधन करने के कारण सहायक शिक्षक पदोन्नतिसे वंचित हो गए हैं। परिपत्र से नियम नही बदला जा सकता। इसके अतिरिक्त महासमुंद सरगुजा में समान सहायक शिक्षक पंचायत की पदोन्नति शिक्षक (पंचायत) ग्रंथपाल के पद में हुई है।
